Hi, my name is***** will be assisting you.

You should not have to remove the starter in order to get the blower housing off. You should be able to pull the blower housing right off as long as you have all the screws removed. There sometimes is a small plate on the underside of the blower housing where the starter is located that you have to remove in order to get the housing off and the throttle control plate on the opposite side of the blower housing will have to be removed in order to get the blower housing off.

Thank you it has been a pleasure to assist you. If you need additional assistance feel free to ask.
