working on a GP7500e , no voltage, put 12 volt battery across brushes get 14.6 volts through voltage regulator, pulled brushes , measured across brush rings on rotor, measures 70 ohm's, I am thinking rotor is bad, what do you think.

If you are getting 70 ohms across the slip rings, it is possible you have a bad rotor, but is more likely that the slip rings are just burnished and need to be cleaned.
