How long has it been since your engine last performed to your satisfaction?
How old was the old, fuel that you replaced?
Thanks for this information. Your carburetor is very likely at fault. Do you have any carburetor cleaner in a can, or starting fluid?

The old gas you drained from your fuel tank, possibly contaminated your carburetor.
Let's try something, when you get a chance. Remove your spark plug, and pour about a teaspoon of gas into your spark plug hole. Re-insert your spark plug, and try starting your engine again.

Also double check, to make sure your fuel shut off valve is fully open.
Remove your spark plug again, and try pulling your rope. Be careful in case fuel spews out of your spark plug hole. Also keep your spark plug wire away from the hole.

Are you familiar with cleaning carburetors?
Try another teaspoon of gas in your spark plug hole. Let's see if your engine will continue to run.
Put your choke lever, in half choke position, during this test.
