I have Kubota F3860 lawn tractor / mower. My steering wheel

I have Kubota F3860 lawn tractor / mower. My steering wheel turns but rear wheels aren't turning. I checked all hydraulic fittings NO leaks. Hydraulic fluid was low, top off to full level. What is causing this problem? Do I need to bleed the lines if air was / got into line?

F3680? Check linkage at the steer axle. Then check the steer cylinder. I suspect the cylinder may be bypassing internally.

Check by loosing the steering lines at cylinder. This will also bleed any air from system.
