You can remove the tension on the idler pulley that runs on that timing belt which should allow you to turn the blade or pulley and position it back into place where you need it and then allow the idler pulley to come back into place to hold tension on the belt.
If you look at the idler bracket, opposite end from where the pulley is at you should see a square hole in the bracket you can take a ratchet inserted into that hole and release tension on belt by just turning your ratchet.
