Gear has to be down!
If need be, loosen the starter to get gear loose.
It has locked the engine.
Will engine turn with wrench? What did you do to the engine?
Yes . the crankshaft should turn. Have you had lower pulleys off?

No, what did you replace in the engine?
That would lock engine?
You replaced stator and flywheel and now engine is locked? Could stator bolts be too long?
If you reinstall the flywheel bolt and washer in the crankshaft engine can't be turned?
I assume it was turning before?
Are spark plugs in? Could there be fluid on top of the pistons, locking engine?
Just remove the spark plugs! If there is fluid on top of piston it will come out when engine turns.
NO<just remove the spark plugs and see it you can turn with wrench!
Engine wasn't low on oil was it?
I thought it was turning before you replaced stator???
Then I have to assume the engine has internal problem!
Leak would be suction/vacuum leak, would not show as external leak!
blade would not have safety switch. Just the on/off switch.
Check each hose connection, and clamp to see if they could be loose or damaged. And is the resovoir sealed, no leaks.
On deck, is deck free or binding, or just safety switch killing engine? Safety switch is seat, brake, arms and pto switch.
