The image shows a breakdown of your carburetor. I mark the image with red arrows for reference points. #16 is your main jet, and #9 is your main nozzle. Both of these parts could be clogged, causing a fuel restriction within your carburetor.
You will need to give your carburetor a really good cleaning, in order for it to perform as it should. If you have some carburetor cleaner in a can, and a small wire, you can try giving your carburetor a basic cleaning. If a basic cleaning does not work for you, you will need to soak your carburetor, and give it a more detailed cleaning.

You will need to remove your carburetor from your engine.
If you remove your air filter cover, and your air filter, you will have access to your carburetor mounting screws.
If you are careful, you can re-use the gaskets. Please make notes, and take pictures as you remove parts. This will make re-assembly go a lot smoother.

Yes this is a linkage, and will need to be removed, but please take a picture of it, before removing from the hole in your carburetor.
After you remove the bowl from your carburetor, you can try using some carburetor cleaner in a can, and some compressed air to clean every hole you see. If this does not resolve our problem, you will need to do a more detailed cleaning, which includes dis-assembling your carburetor.
Spray a little carburetor cleaner directly into your carburetor, to see if it will help.
The up and down chugging indicates that your carburetor is starving for fuel, and still have some fuel restriction inside.
You can use any good quality carburetor cleaner at your local auto parts store. I personally use one called Berryman Chem-Dip.
