Welcome to JUST ANSWER small engines, let me try to help you !! Seat switch, brake switch and pto switch have to complete the run circuit. It is not complete. First check the seat switch and harness, it is the most common one to cause problem.
Check continuity between brake witch and seat switch.
Switch may be pushed in too far.
brake switch pushes into the frame. Over time it can be damaged by pressure from brake pedal.
You need a volt/ohmmeter to check continuity.
Check the terminals for making and breaking when the switch is pushed.
It will have four wires, , and two internal connections, one is open and one is closed. As long as the switch changes phase, it is considered good.
They will be paired, you check both pair.

Does engine shutoff when you release it?
It has plastic clips that push through the frame, and expand to keep it from pulling back through. The plastic clips have to be held in, to back it out.
Switch has two functions. One for start, and one for run. safety switch so it kills engine if it thinks no one is in seat.
It can be bad, or the wires from it to the seat switch can also be broken.
