I have a 1996 ez go cart with no batteries,,,,,i want to make sure it works before I buy batteries........I have tested the motor, it works......where do I go from here???

You need 36 volts to do any tests to the controller, and the solenoid , which are the most likely parts to be bad.

can this be any 3- 12 volt batteries to test??? and not sure which cables to hook up...

3-12 volts will work fine. Positive to negative, leaving one positive and one negative, that would then measure 36 volts.
