The clutch has 3 bolt/springs with 6.6volts at clutch lead

the clutch has 3 bolt/springs with 6.6volts at clutch lead it will not engage. 15plus volts at switches. i can not verify delay relay is energized

Welcome to JUST ANSWER small engines, let me try to help you !! Clutch has to have 12 volts to close it. The 6.6 volts is not enough. Trace the clutch wires back and find where the voltage is lost. The relay has to be closing, or you would have nothing. It may not be making a good connection, check voltage to it, and if it has 12 in, it should have 12 out. If not replace the relay.
