I need to move the throttle lever in a diesel pump from idle

I need to move the throttle lever in a diesel pump from idle to full speed about 30 secs after the engine starts. i am thinking of using a Linear actuator and timer to extend after 30 secs and then once lever reaches the "full speed" position cut off power to hold it. About 30 secs before switching off pump i need to retract ("move lever to "idle speed")...
Is there anything off the shelf i could use? I have no clue about how DPDT relays work. These pumps will be remotely turned on/off via satellite modems - basically unmanned operation.
