When it stalls does it act like it is running out of fuel? Does it start loosing power and then die or just die instantly?

Starts losing power if I stop pto it will keep running but cuts off if I engage pto

When this happens have you tried choking it to see if it will continue to run longer?

Try pulling the choke out when the engine starts to die and see what happens. This will tell us if it is a fuel related problem.

The Lawn mower kept running but only with the choke on

So by this we know that it is a fuel related problem. It will continue to run with the choke on so we can eliminate a possible fuel pump, fuel line, fuel filter issue if it were any one of those the engine would have still died. I would suggest that you give the carburetor a good cleaning, I believe that this will take care of the problem.
