I've replaced the battery in my Toro z master a couple times and I keep havingtto recharge it about every 45 minutes. It will run without a problem if the blades aren'te engaged.

You have already replaced your regulator. If your stator is not working properly, then your charging system will not keep your battery re-charged, as you are operating your mower, with your pto clutch engaged.
