I try to solve my generator problem. It produce low voltage without load. 108 v instead of 120 v

108 volts is only a little low, not too bad.
The first thing you need to do is to connect a frequency meter to the genset, and measure the frequency.
If the frequency is also low, adjust the frequency to bring it up to about 62Hz with no load on the genset. Then check your voltage again.
If the frequency is good, but the voltage is still low, then the voltage regulator is bad and will need to be replaced.
