Cub cadet lets 1054 garden tractor pro will not engage after washing tractor with garden hose,changing blades, oil, air filter, and spark plugs

Welcome to JUST ANSWER small engines, let me try to help you !! Did you remove the deck to replace the blades? Check the wiring harness at the electric clutch under the engine. Wire may be loose or the connection has slipped. Do you have a voltmeter or test light to see if the switch and clutch gets battery voltage?

No I donot have a volt meter, and yes I removed the deck

When you engage the pto the belt moves and slightly tightens and when you disegage the tension releases.

typical 54 inch deck has a lever on the side that has to be pulled and latched to tighten the belt.???

The drive belt on deck should stay tight, it is just engaged by the electric clutch.

Belt routing is correct everything is connected per the owners manual instructions and everything is secure.

What are your recomendations? Removing the mower deck, and rechecking the mowere deck routing for the third time which I have already done, the pulleys work when you pull on the belt, I do not understand what you are asking about the tensioner spring as it is hooked up and pulley is connected to the spring I believe it is in the PTO clutch as result of water getting into the unit when I hosed the dirt and grass clippings off. Are you answering just my questions or several other persons at one time?
