Try priming it, by removing the spark plug, and put teaspoon of fuel into the cylinder.

It is dry of fuel and once it starts, it should restart!

i put a little gas in the carb with no change.

It needs to be put into the spark plug hole.

spark plug is on an up hill tilt so that caint be done. so i put more in the carb and it fired up but only ran for a few seconds so i done this several more times and the same thing it ran for a few seconds each time and i noticed a white milky substance in the carb. but this thing has a very small battery and it got low so i put it on charge.

sounds like water in fuel!
Customer: replied 1 year ago.
This was a return to walmart because it would not start. i bought it because when i checked the fuel it was empty and when i checked the dip stick there was no oil in it so i thought one of those two things might be the problem. i guess i will keep priming it and hope it gets through the water in it and will eventually will run on its on but thank you for your help.
