Replaced battery and still will not start. Battery light lights, when key is turned, showing voltage of 10.9 to 11.2 and yet with new battery will not even turn over.

That voltage is too low
should be at 12.5 to 13.6
you have a dirty cable some where , remove , clean,, sand all terminals to get a better connection
that also includes all ground cables
