Usually this is caused because you turned the mower on it's side. THis will cause the gas and oil to enter the cylinder and flood the engine.
Take the spark plug out and pull the starter rope about 20 times to clear the cylinder, you can also wait for several minutes to allow things to dry.
Also blow off the spark plug or replace the spark plug.
THe engine is just flooded.
