I have an old Troy Bilt rear type, wheel drive Horse tiller

I have an old Troy Bilt rear type, wheel drive Horse tiller with Kohler, must be upward 35 yr old, got it used. Reverse suddenly stopped working. Are there suppposed to be two drive belts on the crank pulley, never really took notice before if there were two. The reverse pulley has rubber sleeve and looks like it rode against the upper rear pulley. When you left lever to engage reverse pulley, does it drop or lower the upper pulley onto the lower rear rubber mounted pulley to engage reverse?

Hello,the reverse disc could be worn or possibly need an adjustment. here are a couple pages from a shop manual
