mower won't start with ignition switch, but if you run jumper cables straight from battery to starter it will start right up. Is this the solenoid?

Check all of your safety switches, pedal, seat etc... make sure they are all working. This is an ignition circuit issue. Either the ignition switch or safety switches may be bad. Also a lot of these units have a 20 or 30 amp in line fuse that could out. That will also cause the unit not to start. The solenoid should be fine.

What is the chance of it being a relay?

It could be, but probably not...you can always test the relay a meter to see if it is getting power when the ignition switch is turned.
