i have a 17.5 hp kohler scott riding mower the engine has no compression but if i slightly loosen the valves i have over 100 psi but the rocker arms slide off the valves

The model CV491S should have hydraulic lifters. The lifter may not be bleeding off any and causing the valve clearance to be lost. I would pull the lifters out and clean them out good and let them drain out completely and see if that helps.

I would replace them if once you drain and clean them if the engine runs good. The problem may reoccur if you do not replace them.
