Hello and welcome to Just Answer,

 

The valves will be open near TDC. As for the timing marks, the Briggs are one of the easier ones. The camshaft gear has a dot or dimple on the gear. The crank gear has the same dot or dimple. Just line the 2 marks up and it is in time.

the cam gear does not have a dot but the gear has a slot indented on one part doesthis align with the dot on the crankshaft gear?
