Welcome to JUST ANSWER small engines, let me try to help you !! Indication would be the carburetor is gummed up and needs to be cleaned. Just removing the float bowl, removing the float and needle valve and cleaning the main jet, the one the bowl screw goes into should be all that is needed. Here is a site that gives carburetor disassembly if you need it. Thanks.

in that case why is it running perfectly once it's started ??
and when the engine is hot it will start normally
The main jet has debris in it. Or another item to check, does it have the electric fuel shutoff in the carburetor? Does it click open when you turn on the key? No click, no fuel. It could need more voltage to open, and when engine starts, the alternator supplys enough voltage it pulls in. ??
ok the electric shut off valve ,,,is located underneat the float bowl of the carb is that correct???
Yes,
could the shut off valve be gummed up ???
Yes, it could be sticking.
and how many volt does it operate on ??? 12V
Yes, 12 volts, same as battery.
okill go check the shut off valve thanks for your help !!!
Thank you.
