There should be two bolts that go through the mounting tabs up by the gear end of the starter, nothing else. The hard part is getting the covers removed from around the starter so that you can access these two bolts. With the model and type number I could get you some more specific information

do you have to remove the cover off of the rope starter

The cover that the rope starter is bolted to needs to be removed. You can leave the recoil attached to it if you want to

There should be two bolts just behind the nose of the starter one above it and one below.
