my 16.5 hp kohler engine hydrostatic transmission garden tractor when it gets warmed up starts slipping, would the problem be with the plastic cooling fan, some of the fan blasdes are broken off?

The fan being broken could have caused the trans to fail due to inadaquate cooling, but verify first that the belt is tight, oil free, and not excessivly craked or worn. If that doesn't seem to be the problem, the trans is failing, and needs to be replaced. Certainly replace the fan too.
