This is more than likely got some seized bearings. Its not really a do it yourself repair but it can be done for a reasonable price by most local vacuum repair shops, most of them also fix sewing machines as well;-)

If you want to try I will help further no extra cost.

And if you feel the sewing machine is worth saving then by all means I recommend repair one way or another. But if its really in bad shape appearance wise, then I would scrap it.
