Hello and thanks you for using this service,Either the compressor relay is bad or the compressor is bad itself. Since the fan is turning on and then shutting off you should have power to the compressor. You would have to take the relay off the compressor and check it. Typically on a older Goldstar unit the relays rarely go bad and normally the compressor is bad. If you take the relay off you can shake it. If it sounds like there is sand in it then it is bad. If it does not it more than likely is good. There is no way to test it with a meter to make sure it is good so you could always buy a new relay to try it. I hope this has helped. Due to the low costs there is nothing directly available for it, but the compressor relay is fairly common and you can use a 3in1 kit on it, which may get it going as there is a built in start capacitor in that relay kit.
