Static caravan owners, own their caravan and rent the pitch that the van is sited on, usually on a ground lease for a fixed period of time.

It is implicit in the lease that the caravan owners have a right of access to their caravan. That includes their "servants" whether carpet company, heating engineer, glazier etc. There is no way that the owners are entitled to refuse them entry to the site.
