As sole trustee of an estate does Sandy have the authority to make minor alterations e.g. chopping down trees or giving permission to erect wind turbines? etc..

A trustee is empowered to do what is in the best interests of the trust for the benefit of the beneficiaries.

So he can make decision like you describe, subject to any restrictions or specific provisions in the deed setting up the trust.
