Hi, My Name is ***** ***** for posting your question to just answer. I am a ASE Certified Master Auto Technician with 20 years experience. I am confident we can resolve your problem together. Please remember I don't know your skill level. I can't see, smell, hear, or touch the vehicle. It may take a few back and forth replies to get to a satisfactory resolution.I also try to give all of the information you may need expecting a positive rating.

Have you attempted bleeding with engine off? Raise front wheels and turn slowly side to side stop to stop. This seems to work better than running.

Customer: replied 11 months ago.
have done that several times . also vacuum pumped system three times its good about ten minutes then it starts to bubble again ,no sign of leaks ,sam never had a problem like this ever, even used identifix and they rec, oem pump check hoses to make they were installed they can not be switched around almost seems like it has to much flow

Do you have any stability sensor codes?

Customer: replied 11 months ago.
there is none, no check engine no nothing there is no sensors on steering system just a extremely high pressure system with a problem , pump and reservoir are separate

Have you removed the regulator from the pump?

Customer: replied 11 months ago.
the pump is brand new from gm and still have the same problem
Expert:  Tool Hut replied 11 months ago.

I am going to opt out and see if someone else has any ideas

Hi Kirk,

I would replace the reservoir, there would be a filter screen in the bottom of the reservoir to protect the pump.

It sounds like it is restricted, hence your overflow from the cap.

i will try that

I have seen this scenario many times.

I would change the reservoir.

Have a look inside the reservoir once it has drained.

The filter screen might be half blocked with debris.

All the other parts are new now.

Had one recently that had no assistance after a new rack and pump fitted, still the same.

New reservoir fixed it.
