1994 SATURNS1= STOPPED AT TRAFFIC LIGHT AND WOULD NOT RESTART. OHC DOES NOT TURN WHEN STARTER TURNS ENGINE OVER....TIMING CHAIN 155 K ON ENGINE. HAD SCREECHING NOISE AT FIRST STARTUP AND THEN GOES AWAY

So if you turn the crankshaft with either the starter or the crank bolt and a socket wrench the cam does not turn?

cam does not turn using starter. don't know about crank bolt socket wrench

OK, doube check that but if that is the case the chain has broken.

At this pont I don't know how much you want to put into this car. The chain can be replaced in car but you probably have valve damage so rebuilding this one is not a cost effective option. For this vehicle you can use a '94 - '96 engine and it bolts right in, the '97 and '98 would need the head swapped and you do not have a good head so stick with the 94 or 95 if you can.

Car-part.com is a good place to find used engines, one for this car is about $400 and it would take 6.5 hours to swap it over.
