most often this is caused by a binding stabalizer link.
these are notorious for going bad.
if you turn the steering all the way o the right and reach in the left wheel well and grab the link and twist it, if it doesn't twist easily then that is the offending item.
it may still be the cause if it does twist because it gets "loaded" heavily when you turn in motion so at a stop it isn't loaded nearly as much.
other items that can cause this...
lower ball joing binding (rare)
steering shaft rubber boot (usually only in winter)
strut mounts(usually over speed bumps)
