Where can i find the release lever for the fuel door of my 1997 Saab 900s?

I'm pretty sure there isn't a release button on the 1997 model. It just has a lock solenoid that keeps the door from opening when the doors are locked. If you hit the door unlock button it should release the lock pin and then you can push on one end of the door and it will pivot open.

If the pin won't retract then the solenoid is likely damaged and you will have to cut a small panel in the trunk to access the lock latch and remove it. Then you can have the lock solenoid replaced.
