What is the make and model of your water heater? Open up the outside cover and the data tag will be on the bottom or right side. Atwood or Suburban? Once I know that I can direct you futher.
The most common cause of this is a check valve that is clogged up with calcium deposits. That is on the rear of the water heater at the hot water line where it exits the tank. Or on an Atwood XT version if may be a mixing valve that has done the same thing. Hope that proves helpful here.
