Dose is smooth out if you bring the idle up a little?

Dose it appear to be running on all 8 cylinders?

So it is a slow idle that is causing it to seem rough?

Customer: replied 1 month ago.
No when u first start it up it idles high. then all of a sudden it drops to a very low idle.

I had the carburetor adjusted.

So you have a carb engine, the 1989 should be fuel injected. Are you sure you have a carb?

Okay can you take a picture of the carburetor and post it here so I can see what type it is?

Customer: replied 1 month ago.
It was doing the same thing even when the old carburator. Was on it.

Well if you have a carburetor you should be able to adjust the idle speed and bring it up to about 750 RPM and it should idle smooth if your running on all 8 cylinders.
