Hi my name is Robert...

The power converter will take the incoming AC voltage and make the DC voltage and charge the battery, if you have AC voltage going into the converter and the output DC voltage is under 12.5 volts the power converter has failed and would need to be replaced. Sometimes on the charge line from the converter to the battery they will use an auto breaker, below is a picture, you want to check and make sure you do not have one and it is tripped. Most of them have a small tab that pops out when they trip. IF you can get me the make and model of the converter I might be able to help you out some more...... IF you have more questions or concerns please feel free to contact me.... Robert
