Start by checking the AC fuse on the control board. If that is good, then use a meter to check the ohms reading on the heating element. I will get you a copy of the Norcold Service Manual for you when I get to my computer in a few.
Attached is a link to the Norcold Manual for this model. Print it out so you have it. See the section on testing the heating element. It should ohm out about 61 ohms between the leads when disconnected. No polarity to worry about. Then take a reading between each lead and the gound on the flue. You don't want to see any reading there. If this checks out, take an AC volts reading AT the place where the AC element hooks up to the board with the fridge on. You should see about 120 VAC there. If not, check and be sure the plug has good voltage and the AC fuse on the board is good. Please get back to me if you need more later as all follow ups are included in our fee.
