Customer: i tried taking side plate off, not sure how to get to the system

That should have a lift system from Goshen and I am attaching a link to their site. See their support systems. I will get you a few others as well. I suspect that the problem is either a detent spring is broken or a cable frayed and stuck in one of the pulleys. http://www.goshenstamping.com/lift.php

I am adding a link to Popup Parts which is a good site for parts and support. You list yours as a '94 model and that was about the time they switched over to Goshen lift systems, so it may be another version. I am checking on that for you. http://www.popupparts.com/
