is there a way to by pass the battery when a 28 ft 5th wheel is converted to a stationary trailer and on city power

When you are plugged in to shore power, the converter will handle the load of the trailer. You should not need a battery. Just disconnect it, and tape up the cables. If you are plugged in now, and do not have power, it sounds like your converter is bad.
