I have an rv with a Cummins ISB 300. I was going to change the fuel/ water separator, but as I was drawing it field continued to flow from the drain valve with no sign of stopping . After about two gallons I shut it off. Why is it doing that and what can I do to stop it.

I will help you with this

remove the fuel cap, what is happening is the

siphon is going on, this is not abnormal

once you loosen the filter it will stop siphoning

I am sorry to question your answer, but I am not sure that this will stop it. The fuel tank has a vent line, so I do not see how removing the cap will help.

sometimes the vent gets plugged , but once again

soon as you loosen the filter it will stop draining
