12V light doesn't work, Voltage only reads 9.34 V when switch is on. is this a short??

Might be or just a bad connection.............check several places and see what you get. At the light and switch..........both sides and at the fuse. That should help narrow this down. Please get back to me if you need more as all follow ups are included in our fee.

This porch light also has a light at the tank valves. this light has always worked. Is there a reason that the voltage reads something less than 12?

Not likely, unless there is some kind of bad connection. That includes a ground lead that may be dirty. Testing is the only good way to tell.
