It is going into one of the waste tanks

Hi my name is Robert...
IS it going into the black tank or gray water tank? Below is a plumbing diagram which might help, it is a PDF file and you really need to zoom in to have a better look. Normally you will have some valves on the back of the water heater, it looks like you have one, but many will have three, a hot cold and bypass. The hot and cold should be open (valve handle running with the pipe) and the bypass closed, valve handle against the pipe.
Make sure the valves are shut at the outdoor shower/sprayer as well have seen some strange things happen when they are left open....
Beyond that it could be a vacuum breaker issue. The water should never go into the other tanks unless you are using it.
