This is usually due to the stuff building up at the end of the pipe due to not having enough water in the tank with the right chemicals for breaking it down. Happy Camper Extreme Cleaner is the product I recommend to get this unplugged, but you can use a tank wand and hose usually like you can get at most RV stores. When you empty the tank you need to add water so that there is about 2 inches left in the tank and then add your chemical. This allows the solids to be broken down and not do this. Using RV toilet paper is a good idea as well.
