Virtue can be described as an effective force or power, and mostly associated to the ethical and moral. My interpretation of this quote lies in the use of the word and it's application. If you can view time as an effective force, or to change it up a bit and express that which I really wish to say, which is "motivating force". I see this as saying "Time is an effective (motivating) force"
