That would be an RCA Portable DVD player with a 9-inch LCD foldup screen.

I am looking up how to change its region settings, if there is a method. If not, I will seek a method of safely making it region-free player.

There is no 'official' way to change the region # setting for this player.

This is reportedly a way:

  1. Turn on the player with no disc inside.
  2. Enter this code
  3. "321 789 456"
  4. before player menu appears.
  5. Select 'all' in the list that shows up, for region free play.
  6. Turn the player off. After a few minutes, you may turn it On again and hopefully this will have freed up the region limitation.
