Initially, post back a clear picture of the insides.
Still, the easiest approach is to manually turn the small unloading motor (once accessible) after freeing the locks and tape wrapping. Likewise check the loading mechanism for a loose/failed coupling, gear or belt(depending on the version).
If the above is a no-go, then next is to unscrew the whole VCR assembly to enable access to the bottom of the deck. Check/replace the capstan belt.

I don't understand. I don't get the picture. I have removed the 4 screws that I see, but I still can't get the top of the case off.

With all the screws removed, slide the top casing away from the front.
