So, my interpretation is that the Board has to do it, not the manager. I am not sure what you are referring to when you say that you are being ignored. What is the issue?
Isn't there a deadline for the budget?
All I can think of is for you to be persistent in requesting the board to work on the budget to have it completed by January 1, 2017. There does not appear to be a breach of fiduciary duty at the moment from what you are telling me.
