You can quit claim him off the title and he remains off the loan here.

Here are Oregon quit claims forms you can complete online.He signs it in front of a notary and then you record it.This transfers title but not the loan.

I want to assume full possession but want liability to b on us both at least for time being.

Yes the local title company can do a quit claim deed for him to sign here.It is not hard.This protects the title.
