In San Marcos Texas, an apartment building, Ella Lofts, has just received their certificate of occupancy today, 1-Sept.-16. They are asking my daughter to pay a portion of rent for August, even though there was not a certificate of occupancy and no one has moved in. Am I abliged to pay any rent for August?
