I have a condo and the shower was leaking beneath the shower

I have a condo and the shower was leaking beneath the shower pan. There was never a seal put in place. The unit below was damaged. My insurance explained the damage was not done due to my negligence. The condo association just billed me condo association account $2,200 and mailed me the bill? I refuse to pay this, let alone I immediately paid $565 for a plumber to fix the leak.

Does the condo bylaws or rules address this issue - what part of the premises does it state the homeowner is responsible for? Was this purchased as a new unit? If so, approximately when?
